Following the recent spectrum award by the Dominican Institute of Telecommunications, INDOTEL, Viettel is preparing for a long-term presence in the country, with plans to invest in telecommunications infrastructure and contribute to the Dominican Republic’s digital development.

Under Resolution No. 073, 2026 issued on August 19 by INDOTEL, Viettel Global, the international investment arm of Viettel Group, was awarded the right to use 240 MHz of spectrum across the 700 MHz, 2.3 GHz and 3.6 GHz bands for 20 years. The spectrum provides a strong foundation for the deployment of modern 4G and 5G networks.

Under the terms of the tender, the corresponding concession agreement must be signed within 90 days. Viettel Global is also proceeding with the necessary steps to establish its local entity in the Dominican Republic. Once operations begin, the Dominican Republic will become Viettel’s 11th international telecommunications market.

“With more than two decades of international experience, we pursue a long-term investment approach focused on building modern infrastructure, introducing advanced technologies and creating sustainable value for people, businesses and local economies,” said Tao Duc Thang, Chairman and CEO of Viettel Group.

Viettel currently operates networks in 10 international markets across Asia, Africa, Latin America. Seven of these operators lead their respective markets by mobile subscribers. In 2025, its international operations generated USD 3.34 billion in revenue, up 23.9 percent year on year, marking the ninth consecutive year of double-digit growth.

Its international capabilities were further recognized at the 2026 International Business Awards, where Viettel received the highest number of awards among more than 3,800 participating organizations worldwide, with 21 of its 30 awards recognizing achievements across its overseas operations.

As one of the Caribbean’s largest and most dynamic economies, the Dominican Republic is seeing growing demand for high-speed connectivity and digital services. Viettel sees the country as an important part of its next phase of international growth.

In the Dominican Republic, Viettel plans to build advanced telecommunications infrastructure with extensive coverage, including underserved and remote areas, and to expand access to connectivity and digital services ecosystem for local consumers and businesses.

It is the highest total of any organization in this year’s program, and Viettel’s 19 Gold Stevies are nearly double the next-highest tally.

The result lifts Viettel from second place worldwide in 2025, when it won 25 awards. Its Gold count has more than doubled year on year, from 8 to 19. The group has now won more than 150 IBA awards since it first entered in 2016 – the strongest record of any Vietnamese company in the program’s history.

Part of the Stevie Awards family, the IBA is the world’s only international, all-encompassing business awards program. This year’s edition drew more than 3,800 nominations from organizations in 78 nations and territories, among them IBM and Cisco, evaluated by more than 210 business professionals serving as judges on 11 specialized committees.

Most of the 30 awards came from Viettel’s overseas operations, a sign that its operating and innovation standards travel across markets. Bitel (Viettel Peru) and Metfone (Viettel Cambodia) led the group with 6 awards each.

Bitel was recognized in categories including Telecommunications – Large, Most Innovative Company of the Year and Best Mobile App for Social Good. Metfone won Gold for Viral Marketing Campaign of the Year and Most Innovative TikTok Channel – telecom marketing turned popular culture.

Lumitel (Viettel Burundi) took Gold as a medium-size telecommunications company, while Halotel (Viettel Tanzania) and Telemor (Viettel Timor-Leste) also featured among the winners. Viettel’s corporate social responsibility programs in Africa earned 3 Silver Stevies.

In Vietnam, the awards went largely to AI-driven platforms and products: Viettel Post’s smart logistics robot complex and AI-powered driver-monitoring camera; Viettel Solutions’ eDoc electronic document management platform and the Viettel ITS intelligent transport system; and ISAAP, an information security assessment and audit platform built by the group’s information technology center. Viettel Post also won Management Team of the Year and Transportation – Large.

The results reflect Viettel’s strategy of shifting from telecom operator to technology company, with its AI, automation and cybersecurity products well regarded in international markets.

CARIBPR WIRE, DUBLIN, July 15, 2026: EllaLink and Alcatel Submarine Networks (ASN) hosted a delegation from SPLANG, the Government of Maranhão (Brazil) and the international financial institutions of the Inter-American Development Bank (IDB) and the Agence Française de Développement (AFD) across two of ASN’s facilities: the Les Ulis headquarters, for technology demonstrations; and the Calais factory, to witness the loading of the Lum@link cable onto the cable ship. The CS Île d’Yeu has now set sail for Cayenne to begin the installation campaign that will be completed over the summer, with the Lum@link system on track to be ready for service by the end of 2026.

This marks a critical milestone in the creation of the first direct submarine connection between French Guiana and continental Europe. The 2,100 km extension will connect the new cable landing station of Cayenne to the existing EllaLink trunk system off the coast of Fortaleza, establishing direct optical connections from Cayenne to Sines (Portugal) and Fortaleza (Brazil).

The delegation was joined by Leandro da Silva Costa, President of the State Information Technology Agency, and Anderson da Silva Serra, Director of Technological Infrastructure and Connectivity from ATI/MA, representing the Government of the State of Maranhão, Brazil. They witnessed the loading of the two branching units that will enable future connectivity to the north of Brazil, one serving São Luís (Maranhão) and one serving Salinópolis (Pará).

Lum@link is designed to open the way for direct links between Cayenne, Fortaleza and the northern Brazilian states, including Maranhão (São Luís) and Pará (Salinópolis), reinforcing French Guiana’s role as a crossroads between the Caribbean, Brazil and Europe. For both SPLANG and the State of Maranhão, the visit confirmed that EllaLink will equip the region with critical infrastructure that is essential to its economy.

With the lay now under way and the system on track to enter service by the end of 2026, we are securing our international connectivity for the long term, ensuring our digital sovereignty and catalysing the economic and social development of our territory.”

Philippe Dumont, CEO at EllaLink, added: “Watching the Lum@link cable being loaded in Calais and the Île d’Yeu setting sail for Cayenne to begin the lay is a proud moment for the entire EllaLink team. After years of planning, engineering and construction, marine installation is now under way. We expect to complete the lay over the summer, and the system is on track to be ready for service by the end of 2026, delivering a direct, sovereign route between French Guiana, Brazil and continental Europe.

This milestone follows years of collaboration, with the two organizations signing the data services agreement (DSA) in October of 2015.

Effective immediately, DC-ANSP will have 100 percent air traffic surveillance over the 300,000 square kilometers that make up Curaçao’s FIR. Adjacent to Venezuela, Puerto Rico, Dominican Republic, Haiti, Jamaica and Colombia, the majority of this FIR is oceanic.

“Space-based ADS-B will revolutionize how DC-ANSP ensures the highest levels of safety and efficiency throughout the Curaçao FIR,” said Micilia Albertus-Verboom, Director General, DC-ANSP. “Before Aireon, the northwestern sector of our FIR lacked real-time air traffic surveillance coverage. Now, space-based ADS-B provides coverage where before there was none.”

The Curaçao FIR is a major throughway for flights; DC-ANSP manages critical routes between the United States, Central America, South America, the Caribbean and Europe throughout the Curaçao FIR. Because of space-based ADS-B coverage, DC-ANSP’s air traffic controllers will be able to reduce separation and guide overflight efficiency in the northwestern sector of the Curaçao FIR.

Director General Albertus-Verboom also noted, “among the many benefits we anticipate, Aireon will allow us to facilitate seamless transitions between Curaçao’s neighboring FIRs. Regions adjacent to us will benefit from safer and more efficient hand-overs, which are afforded by the minimization of human error through data-driven decision making.”

“Deploying Aireon in Curaçao FIR solidifies DC-ANSP’s position as a leader of aviation safety and efficiency in the region,” said Don Thoma, CEO, Aireon. “Our data will provide DC-ANSP more control over how they manage cross-regional and intersecting routes within their airspace and will enable complete situational awareness for DC-ANSP as they continue to deliver superior safety and efficiency to the flying public.”

For the past several years, DC-ANSP and Aireon have worked closely on the technical implementation of the system in Curaçao, which includes the use of the regional network, Mejoras al Enlace de Voz del ATS (MEVA), as a secondary telecommunication link as a means to transfer space-based ADS-B data to DC-ANSPs operations center. Additionally, Aireon has worked alongside DC-ANSP leadership to ensure preparation for the enhancements in procedural operations.

“Not only have we changed how we manage our airspace, but we are also adapting how we work with our adjacent airspaces and our customers, and Aireon has been our partner at every step of the way for the last four years,” said Director General Albertus-Verboom.

Curacao has a January 1, 2020 ADS-B equipage mandate for part of the airspace where there is no conventional radar coverage. Users in Class A airspace must be ADS-B equipped.

About Aireon LLC
Aireon has deployed a space-based air traffic surveillance system for Automatic Dependent Surveillance-Broadcast (ADS-B) equipped aircraft throughout the entire globe. Aireon is harnessing next-generation aviation surveillance technologies that were formerly ground-based and, for the first time ever, is extending their reach globally to significantly improve efficiency, enhance safety, reduce emissions and provide cost savings benefits to all stakeholders. Space-based ADS-B surveillance covers oceanic, polar and remote regions, and augments existing ground-based systems that are limited to terrestrial airspace. In partnership with leading ANSPs from around the world, like NAV CANADA, the Irish Aviation Authority (IAA), Enav, NATS and Naviair, as well as Iridium Communications, Aireon is providing a global, real-time, space-based air traffic surveillance system, available to all aviation stakeholders.
About DC-ANSP
DC-ANSP was founded as Netherlands Antilles Air Traffic Control (”NAATC”) which was incorporated in Curaçao on 9 February 2005 and became operational on 1 April 2006. DC-ANSP is an Air Navigation Service Provider (”ANSP”) which is responsible for the Air Traffic Services (”ATS”) within the Curaçao Flight Information Region (FIR). DC-ANSP operates 3 air traffic control facilities: an Area Control Centre located in Curaçao and two Aerodrome Control Towers, one located at Hato International Airport (Hato Control Tower) and the other one located at Bonaire International Airport (Flamingo Control Tower).
